BORTAC training includes grueling tests of endurance that build survival skills. Through on-the-job training, SWAT officers learn to work with a familiar team in orchestrated precision. Unlimited companions mod fallout 4. After basic academy training, all BORSTAR agents have to go through an emergency medical technician course. This is mandatory so that all agents get certified as Basic Emergency Medical Technicians. If you so wish, you can get additional specialized training afterwards.

The Border Patrol Tactical Unit (BORTAC) is the paramilitary arm of the United States Border Patrol.[1] In 2007, BORTAC was placed under the command of the newly formed Special Operations Group (SOG) together with the Border Patrol Search, Trauma, and Rescue Unit (BORSTAR).[3]

  • The position requires specialized training and skills including intelligence, serving high-risk warrants, maritime operations and precision marksmanship. Candidates must complete the month-long BORTAC Operator Training Course, consisting of: Extreme physical fitness.
  • There's been a rumor that I was a BORTAC Agent. I was a BORSTAR Agent attached to BORTAC. I was fortunate enough to be on a team that respected my previous training from the military and was basically pulled in to the team as a medic but was treated as a operator with medical training. This isn't always the case with other.

Mission[edit]

The mission of BORTAC is 'to respond to terrorist threats of all types anywhere in the world in order to protect our nation's homeland.'[4] In essence, BORTAC teams often conduct drug raids on high value targets, as well as sometimes being attached to Border Patrol or Air and Marine Operations units to assist them in their duties. BORTAC does not only conduct operations on the U.S. border. BORTAC teams are often used to provide a tactical federal law enforcement capability across the country, helping with security for events such as the Super Bowl, as well as being deployed to natural disaster areas to ensure that civil unrest does not break out. Additionally, BORTAC teams can be called upon to assist local law enforcement in high-profile events such as the 1992 Los Angeles riots, where they were part of the 1,000 riot-trained federal special agents sent in an attempt to end the rioting in the Los Angeles region; and the 2015 Clinton Correctional Facility escape, where a BORTAC team inserted by helicopter shot and killed escaped prisoner Richard Matt. BORTAC has been assigned to operate in sanctuary cities to increase immigration enforcement.[5] Finally, BORTAC teams can sometimes be deployed overseas to assist and train countries in drug enforcement and border security techniques.

The unit was first formed in 1984 to deal with disturbances occurring within Immigration and Naturalization Service detention facilities, but this mission is now handled by the U.S. Immigration & Customs Enforcement (ICE), Enforcement & Removal Operations (ERO), Special Response Teams (SRT). Since its inception BORTAC has steadily expanded its scope and mission capabilities, and is now a rapid response unit capable of executing both foreign and national level domestic operations. BORTAC members have operated in 28 countries around the world. Missions have included international training/advisory functions, counter terrorism operations, counter narcotics operations, high-risk warrant service, dignitary protection, interdiction & patrol operations, and tactical training to other U.S. agencies and military units.[4]

Operations[edit]

During the 1980s War on Drugs, BORTAC worked with the Drug Enforcement Administration conducting counter narcotics operations in South America during Operation Snowcap.[6]

In April 2000, the BORTAC conducted Operation 'Reunion,' in which it executed a raid on a home in Miami, Florida, and safely returned Cuban refugee Elian Gonzalez to his family in Cuba.[6]

Following the World Trade Center Attack in September 2001, BORTAC personnel were sent to high-risk areas around the country to help secure against future attacks.[6]

In 2002, BORTAC worked jointly with the United States Secret Service securing sports venues at the Salt Lake City Winter Olympic Games.[6]

BORTAC personnel have assisted in natural disaster tactical relief operations (TRO) by providing hurricane relief aid to Gulf Coast residents and law enforcement support to law enforcement agencies affected by Hurricane Katrina.[6]

In December 2010, BORTAC Agent Brian Terry was killed while pursuing members of a gang that operated along the border of Mexico and Arizona.[7]

In 2020, the White House deployed 100 agents including BORTAC to sanctuary cities including Atlanta, Boston, Chicago, Detroit, Houston, Los Angeles, Newark, New Orleans, New York, San Francisco for 3 months.[5] They will assist ICE agents and act as a show of force. ICE's acting director Matthew T. Albence said this was being done as sanctuary city policies cause an increase in crime. This was disputed by former CBP commissioner Gil Kerlikowske.[5]

In 2020, BORTAC was also deployed during the George Floyd protests in Portland, Oregon, which sparked criticism from governor Kate Brown and others as well as a lawsuit citing the agency for unlawful derailment as it arbitrarily picks up people in the streets in unmarked vehicles who are too far away from federal buildings to even be considered a credible threat.[8][9]

Organization[edit]

BORTAC headquarters is co-located with its training unit at Biggs Army Airfield, within Fort Bliss U.S. Army base in El Paso, Texas. The BORTAC training unit is currently responsible for conducting all CBP tactical team training. In addition, the unit also provides specialist training to other Federal, state and local law enforcement agencies. As part of a joint Department of State/ Department of Justice training program, BORTAC has also provided tactical team and counter narcotics training to several foreign governments police, paramilitary, tactical, drug, and specialist units, including the El Salvador National Police's Grupo de Respuesta Policial (GRP) tactical unit.[citation needed]

Uniforms[edit]

BORTAC Personnel wear a variety of uniforms while conducting operations. These include desert khaki or foliage colored two-piece flight suits, as well as combat uniforms in foliage, desert khaki, and Multicam. Because of the increasing prevalence of smugglers wearing camouflage, BORTAC personnel will often, when operating in conjunction with Border Patrol or CBP Air and Marine Operations, wear similar uniforms to those of the unit with which they are operating. BORTAC Personnel also commonly wear plate carriers and, on occasion, ballistic helmets to protect them in the course of their operations. Most of their uniforms and gear are fire resistant, a result of their operations often taking place in conjunction with CBP Air and Marine Operations.[citation needed]

Agents From The Elite Border Patrol Unit Known As Bortac Cleared Protesters Off The Streets Of Portland, Ore., In The Early Hours Of July 24.


Agents from the Border Patrol's elite unit known as Bortac typically track smugglers, serve high-risk warrants and raid stash houses. For much of the past month, they have been working on the streets of Portland.

Members of the squad of roughly 120, who are trained in the use of weapons from pistols to sniper rifles, are among the most highly trained federal agents who have been sent to Oregon's largest city and the least frequently deployed to quell unrest within the U.S.

Border Patrol officials have declined to say how many Bortac agents have been deployed. A Trump administration official said 45 agents and officers from Customs and Border Protection, the Border Patrol's parent agency, are among the approximately 100 federal agents sent to Portland to protect federal buildings from late-night violence that has followed protests over police violence and racism.

Border Patrol Chief Rodney Scott said he volunteered the specially trained team, officially known as Border Patrol Tactical Unit, after the Federal Protective Service, which protects the federal government's civilian facilities, requested help from other Department of Homeland Security divisions.

'FPS needed help, and Bortac was the right team,' Mr. Scott said. 'Because of what they were facing, at least initially I didn't want to send line Border Patrol agents. It's a very urban environment, and we wanted to make sure we were sending our best.'

But local officials and civil rights activists have said highly trained federal agents like Bortac are unnecessary to protect federal buildings in Portland, and they have only heightened the tension at protests, which have grown in size during the past week.

R. Gil Kerklikowske, who ran Customs and Border Protection during the Obama administration, said having the elite unit protect buildings from unarmed civilians is overkill.

'This isn't their expertise,' said Mr. Kerlikowske, who also previously served as police chief in Seattle. 'It would be like assigning the FBI's hostage rescue team.'

Bortac agents in Portland wear their standard-issued camouflage uniform, their faces typically covered by gas masks. They have ventured beyond the immediate vicinity of federal buildings at times and arrested at least two protesters, federal authorities have confirmed.

'We are driving around Portland, and we will arrest people who have committed a specific [federal] crime,' Mr. Scott said. 'The only time they are doing anything off that compound—it's a targeted enforcement.'

On Friday, a federal judge denied a request by Oregon's attorney general for a temporary restraining order that would require agents to identify themselves, their agency and reasons before picking up citizens on the street, saying there was no evidence such actions were widespread.

Also Friday, Oregon's U.S. attorney announced that 18 people had been charged with property and violent crimes committed at a federal courthouse in Portland.

Some Portland residents have said in interviews and on social media that they were frightened by the actions of federal agents they didn't recognize. A witness who said she saw camouflage-clad agents pick up multiple protesters in a minivan with a Florida license plate said the agents didn't say who they were or why the people were being arrested. Mr. Scott said Bortac agents have identified themselves as federal agents.

Such complaints have sparked investigations from the Justice and Homeland Security Departments' inspectors general and congressional committees.

Mr. Scott said his agents are wearing U.S. Border Patrol and Customs and Border Protection patches on their sleeves, though he acknowledged that the insignia can be hard to read from a distance. Instead of nametags, which were removed to protect agents who have been threatened online, they wear identification codes on their sleeves.

Bortac was founded in 1984 to respond to riots and other civil disturbances in immigration jails and along the border. Based in El Paso, it has since expanded its mission to conduct high-risk raids, perform intelligence gathering at the border and train foreign law enforcement. In promotional materials, CBP says Bortac's selection and training courses are designed to mirror those of the military's special forces.

Among the times Bortac agents have previously operated inside the borders of the U.S. were the 1992 Los Angeles riots and the 2000 raid on the Miami home of relatives of young Cuban migrant Elian Gonzalez.

Tom Ridge, a former Republican governor of Pennsylvania and the first head of DHS, under President George W. Bush, said while the federal government should protect its property, using elite agents trained for border enforcement sends the wrong signal.

'It doesn't look right, doesn't feel right, it feels like you're brushing up against the Constitution,' Mr. Ridge said.

Trump Administration, Oregon Reach Deal For Drawdown of Federal Agents In Portland

Customs and Border Protection and Immigration and Customs Enforcement agents to leave Portland on Thursday.

Oregon and the Trump administration said they have reached a deal Wednesday for a potential drawdown in Portland of federal agents whose controversial presence was at the heart of sometimes violent protests in the city over the weekend.

State police will deploy to downtown Portland, Oregon Gov. Kate Brown said, and agents from Customs and Border Protection and Immigration and Customs Enforcement will leave the downtown area, while remaining in the city.

About 45 agents from CBP have been in Portland, including members of the Border Patrol's most elite and highly trained unit, who wear camouflage and have numerical identifiers on their arms instead of nametags alongside patches that many civilians have had difficulty recognizing.

In total, there have been about 100 agents from various federal departments in Portland defending a federal courthouse that some protesters have tagged with graffiti and shot fireworks at. Some agents have ventured beyond the courthouse and taken suspects in unmarked vans, according to witnesses and videos on social media. Thousands of peaceful protesters, as well as state and local officials, have criticized such actions and called for the agents to leave the city.
